As one reporter suggested, the White House may claim to have given this directive to “help school districts avoid running afoul of civil rights laws.” But it appears that what the executive branch is really doing is sending a loud message that schools that “discriminate against transgender students” could risk losing their federal funding. Title IX, a federal law passed in 1972, prohibits discrimination on the basis of sex.
