Democrat Gov. Gavin Newsom has signed a sweeping workplace training mandate that includes churches and religious nonprofits, raising warnings that California could force Christian employers to deliver instruction conflicting with biblical beliefs about sexuality, gender, and marriage.

AB 1803 requires employers with five or more workers to provide “anti-hate speech” training beginning January 1, 2028.

But the legislation leaves the definition of hate speech to California’s Civil Rights Department, the same agency that treats “misgendering” as workplace harassment, according to California Family Council Vice President Greg Burt.

The California Family Council warns that the law contains no express protections for churches’ religious beliefs and fails to distinguish constitutionally protected speech from unlawful conduct.
